OAKLAND - Senator Boxer, after touring the Blue Bottle Coffee Company in Oakland, announced her four-point plan to help America's small businesses. The plan would increase their access to credit, help them afford health care for their employees, encourage job creation and promote tax incentives while reducing red tape.
